Big News! President Xi Announces New Targets for Wind and Solar Power Capacity, Reaching 3.6 GW!
On September 24, 2025, President Xi Jinping delivered a video address at the United Nations Climate Change Summit. He also set new goals for us in the photovoltaic and wind power sectors: by 2035, the total installed capacity of wind and solar power generation will reach more than six times that of 2020, aiming to reach 3.6 billion kilowatts.
In September 2020, General Secretary Xi Jinping made a major announcement regarding carbon peak and carbon neutrality. In December, he also explicitly stated that by 2030, non-fossil energy would account for approximately 25% of my country's primary energy consumption, and that the total installed capacity of wind and solar power generation would reach over 1.2 billion kilowatts. This marked the beginning of the rapid development of photovoltaic and wind power.
According to the latest statistics from the National Energy Administration, as of the end of August this year, China's total installed wind and solar power capacity exceeded 1.69 billion kilowatts. By the end of July 2025, the country's cumulative installed capacity will reach 3.67 billion kilowatts.
By the end of July 2024, China's combined installed wind and photovoltaic power capacity will reach 1.206 billion kilowatts, achieving the 2030 target six years ahead of schedule! Xi Jinping pointed out that this year marks the 10th anniversary of the Paris Agreement and a crucial time for submitting a new round of nationally determined contributions (NDCs). Global climate governance has entered a critical stage. First, we must maintain confidence. Green and low-carbon transformation is the trend of the times. Despite some countries bucking the trend, the international community should grasp the correct direction, maintain unwavering confidence, unwavering action, and undiminished efforts, promote the formulation and implementation of NDCs, and inject more positive energy into global climate governance cooperation. Second, we must shoulder our responsibilities.We must uphold fairness and justice, fully respect the right of developing countries to development, and narrow, not widen, the North-South gap through global green transformation. All countries should adhere to the principle of common but differentiated responsibilities. Developed countries should fulfill their obligations to lead in emissions reductions and provide more financial and technical support to developing countries. Third, we must deepen cooperation. We must strengthen international collaboration on green technologies and industries, strive to fill the green production capacity gap, ensure the free flow of high-quality green products globally, and ensure that green development truly benefits every part of the world.
Xi Jinping announced China's new round of nationally determined contributions: By 2035, China's economy-wide net greenhouse gas emissions will be reduced by 7%-10% from their peak, with the goal of achieving even higher levels. Non-fossil energy consumption will account for over 30% of total energy consumption; the total installed capacity of wind and solar power generation will more than six times its 2020 level, aiming to reach 3.6 billion kilowatts; forest stock will exceed 24 billion cubic meters; new energy vehicles will become the mainstream of new vehicle sales; a national carbon emissions trading market will cover major high-emission industries; and a climate-resilient society will be essentially established.
Xi Jinping emphasized that this goal, set by China in accordance with the requirements of the Paris Agreement and reflecting its utmost efforts, requires strenuous efforts on the part of China itself, as well as a favorable and open international environment. China is determined and confident in fulfilling its commitments. All parties should take positive action to promote the realization of the beautiful vision of harmonious coexistence between man and nature and safeguard our common home, Earth.
